OPSB Seeks to Fill Interim District 4 School Board Member Seat

Due to the resignation of District 4 School Board Member Dr. Jancarlos ("JC") Wagner Romero, which became effective on July 15, 2022, the Orleans Parish School Board (OPSB) will receive Letters of Interest from qualified individuals seeking to fill the District 4 seat on an interim basis. To be a school board member the person must be at least 18 years old, a resident in Louisiana for the preceding two years and domiciled for the preceding year in the district to which he or she is being appointed. See La. R.S. 17:52(E)(1).

Pursuant to OPSB Policy ABCDA and La. R.S. 18:602, OPSB has 20 days in which to fill the vacancy created by Dr. Wagner Romero's resignation, or the Governor will appoint a person to fill the vacancy. Therefore, at its August 2, 2022 Special Board Business Meeting, the OPSB intends to appoint a qualified person to fill the vacant District 4 School Board seat on an interim basis to fill the unexpired term of Dr. Wagner Romero.

Pursuant to La. R.S. 18:602, the special election to fill the District 4 vacancy will be held on March 25, 2023 (primary) and April 29, 2023 (general), with qualifying dates of January 25, 26, and 27, 2023. The person appointed by the Board to the District 4 seat on an interim basis is eligible to participate in the special election.

All persons in the interim District 4 seat must submit the following items by July 29, 2022 at noon via email to the OPSB Board Counsel Ashley Heilprin at ashley.heilprin@phelps.com:

(1) A letter of Interest addressed to Board President Olin G. Parker;

(2) Resume;

(3) Notarized Affidavit of Qualifications;

(4) Copy of a current Louisiana Driver's License or other official Louisiana identification;

(5) Documentation evidencing residency and domicile in the district, such as:

a. a copy of the applicant's lease or a copy of the homestead exemption claimed by the applicant;

b. a copy of a utility bill bearing the applicant's name on the account; or

c. a copy of the applicant's voter registration card or other document indicating where the applicant is registered to vote.

(6) Vision Statement addressing the following questions:

a. What is your vision for public education in Orleans Parish?

b. What in your experience best qualifies you for this interim appointment?

c. What do you believe a "quality" school district looks like?

d. What are the strengths of the existing public education system in Orleans Parish?

e. What are your top three priorities that you would like to address if you are selected?

Applications missing the aforementioned documentation evidencing the applicants residency and domicile at the time of the submission deadline shall be deemed incomplete and will be rejected.
